天水圍位處偏遠，區內經濟活動和就業機會不足，且物價較高，以致居民就業及生活困難。東華三院遂向政府建議並得到其支持，於2013年2月於天水圍設立天秀墟，向區內居民及社會企業，提供廉租攤檔以售賣日常食用品，以期為居民提供更多購物選擇，並為弱勢社群創造就業機會。
