Το Λ.Ε.Υ.Κ.Ο ιδρύθηκε το 1989 και με αγώνα είναι αυτό που καθιέρωσε το Λευκό Ψηφοδέλτιο που αντισυνταγματικά έως τότε δεν δινόταν στις Εκλογικές αναμετρήσεις. Έτσι το Λ.Ε.Υ.Κ.Ο πλέον αποτελεί την εξέλιξη του Λευκού Ψηφοδελτίου που δεν έχει μόνο το νόημα της συνειδητής διαμαρτυρίας αλλά και το νόημα μιας πολιτικής πρότασης.
